So not enough to power such a storm. What about tornadoes. Can the datacenter create own weather patterns generating tornadoes and so solve the whole problem?

They do a thing by only running once, and then you never ever need them again. Especially you don't need to maintain them as you delete the program immediately after use. That's a very specific use case. Security researchers do that.
