They couldn't relicense it even if they wanted to. The CDDL does have a GPL style "or later" clause, allowing Sun/Oracle to create a new license which automatically applies to things under the old license, buuuut, no one trusts Oracle, so quite a bit of the newer code in OpenZFS has that clause removed.
In any case, compiling OpenZFS for Linux and distributing the kernel modules probably violates the GPL license of the kernel, but it seemingly doesn't violate the CDDL. So Oracle doesn't have any standing to sue Canonical or Alpine Linux or anyone else doing it. Linus Torvalds has standing to sue. Since Linus probably isn't planning to sue people for using OpenZFS, there's probably no danger. This is not legal advice.
