If I'm right that nothing about the Mastodon platform would prevent it, I wonder whether some or any client does that.

@CptSuperlative@toot.cat That's what I mean. Mastodon is a service you access via an app (web app like elk.zone or your server's web UI, or Tusky on phone, or whatever you like).
That app can have notifications under the "notifications" tab or section in mastodon. Getting a *phone* notification is something a good phone client could make optional.
