there needs to be an education that, computers that cannot run latest windows, is deliberate to make you upgrade, not the fault of the current machine, and that older os's are fine to run if you take proper online care.

Not at the pace their wealth is increasing, because they receive benefits amounting to up to half their wealth total currently in tax incentives, leveraged mortgages and off shore undocimented wealth (well it is documented, they just deny it is theirs, it is a trusts or other....).
