Where it breaks down is 3rd party vendor integration into 1st party properties. Much easier to say, “link this script”, than a multi-step process to deeply integrate their framework with your HTML.
Consent Management is also a tough thing for individual web properties to fully own themselves as it is a very complex legal area.

I had a later experience where I worked with a legal team to try to come to terms with a vendor such that we didn't need to use their loader. It did not work.
