Ukraine’s General Staff says its forces struck several Russian military targets on Sept. 27-28. A Pantsir-S2 air defense system was hit near Seltso in Russia’s Bryansk region, while UAV command and deployment sites were struck in occupied Vynohradivka. An attack-drone storage, preparation and launch site was also hit in occupied Donetsk. ❗️South Korea’s presidential office demanded an apology from Ukraine over disclosure of the transfer of North Korean POWs to Seoul, Reuters and AFP report. Senior presidential secretary Sung Ki-hong expressed “deep regret” over what he called Ukraine’s unilateral disclosure and subsequent false claim that no confidentiality agreement existed. Ukraine’s General Staff confirmed strikes on three units at the Gazprom Neft Moscow Oil Refinery in Kapotnya: the AVT-6 primary processing unit, an integrated oil-processing unit and an isomerization unit. Ukraine’s Unmanned Systems Forces say Operation “Crimean Switch Off” has targeted 412 energy nodes across Russia and Russian-occupied Ukrainian territories between July 6 and September 22. Another 38 sites were targeted during the second third of September: 10 in Crimea, 13 in occupied Luhansk, nine in occupied Donetsk, four in Russia, and one each in Kharkiv and Zaporizhzhia regions. Russian Foreign Minister Sergey Lavrov blamed the Biden administration, NATO and Kyiv for Russia’s February 2022 invasion of Ukraine. He claimed NATO and the Biden administration rejected Moscow’s security proposals in December 2021 and alleged that Kyiv was preparing to seize Russian-controlled areas of Donbas by force. Lavrov said Russia was therefore “forced” to launch what Moscow calls its “special military operation” in February 2022, adding that Ukraine requested negotiations a week later.

❗️Ukraine’s 3rd Army Corps says the third phase of Operation Vivaldi liberated Nove, Ridkodub and Katerynivka and restored control over Karpivka and Novomykhailivka. Commander Andrii Biletskyi said another 51 km² was retaken, bringing the total since offensive operations began to 176 km². The Corps claims 2,000 Russian personnel losses and more than 250 POWs. It says robotic kamikaze BTR-60s were used to breach fortified positions. #Ukraine

Russian strikes across the country killed at least two people and wounded more than 20. In Odesa, Russia twice attacked port and civilian infrastructure, hitting a commercial cargo ship flying the Antigua and Barbuda flag and killing its Ukrainian captain. A drone struck a school in Kyiv’s Solomianskyi district, damaging the facade of the educational building at third-floor level and starting a fire, according to police.
