* Yes, you should do index maintenance, but keep it to the minimum
* Ola Hallengren's scripts are free, widely adopted, and terrific. They work out of the box on Managed Instance and Amazon RDS, but you need to do extra work for SQL Database
* I share my preferred thresholds for the index maintenance-- minimum 40,000 pages (~313MB), minimum fragmentation level of 50%.
