Ok, so it turns out the issue I've been debugging for the better part of a week is:
oe-core patches Python to fuck around with the base path output for install directories.
meta-ros actually depends on the original behaviour, so it unpatches oe-core's patch.
And for some damn reason, the unpatching wasn't being done for me. Updating the Python version seems to magically fix it and make everything better. Ah!
Oh well, at least it builds now.
Don't you hate when you ask someone for help, having narrowed down an issue, and they completely ignore the debugging you've done and send you off on a random unrelated tangent? Ya, turns out that my initial guess was correct, and I basically wasted a day on this tangent...
As usual, the answer to "why have I been so stuffed up the past week?" is probably "you need to change the furnace filter!" That thing was more dust than filter.
