Sometimes there *is* a simple answer: Born in Bradford discovered that a third of pupils diagnosed with poor eyesight in Bradford didn't get to the opticians; the resulting new policy of providing glasses to those pupils through their schools has halved (in less than a decade) the literacy gap in Bradford schools, suggesting sometimes its just not being to see the page that is the problem. Whatever you think of having more students with Special Educational Needs & Disabilities (SEND) taught in mainstream schools, there's a significant practical problem.
